In response to Russia's aggression against Ukraine in February 2022, the European Union has taken restrictive measures targeting certain Russian media, in particular RT-Russia Today and Sputnik. How do these EU measures fit in with Article 23 of the Luxembourg Constitution, which protects freedom of expression? Do these restrictions on broadcasting constitute a violation of freedom of expression as protected in Luxembourg?
