The Ministry of Infrastructure and Water Management asked the Rathenau Institute how they can make biotech policy more responsive. Over the past fifty years, a system has been established to ensure that biotechnology is conducted safely and responsibly. That system worked quite well, but now, due to developments in biotechnology accelerating faster than ever, it's in danger of becoming insufficiently agile. This report offers policy advisors and policymakers insight into the responsiveness of the current governance ecosystem surrounding biosafety. It also highlights the levers that can be adjusted to strengthen this responsiveness. Furthermore, it offers concrete tools for a pilot project toward responsive biotech policy.
