This report on the possible scenarios of posting workers in Europe is based on the national reports issued for the project “Posting prospects”. The Portuguese report on literature review, remembered that “one of the main challenges to ensuring the effectiveness of compliance with the legislation applicable to the posting of workers is the identification of a given concrete situation as being of posting” (p. 12). This means that there are still important issues related to the definition of the concept of “posting work”. Several national reports for the present project mentioned this issue. The calculations provided for the four scenarios are not based on quantitative calculations but on assumptions of qualitative trends that we could acknowledge from the national reports and literature. They are just indicative and based on provided hypotheses defined for the scenarios.
