Transition to a low carbon economy
The Climate Change Bill which is currently passing through Parliament aims to introduce a credible, long-term framework for the UK to achieve its targets for reducing greenhouse gas emissions. The proposed targets, relative to 1990 emissions, are a 26% reduction by 2020 and a 60% reduction by 2050. Energy use is an integral part of our everyday lives, for electricity, heating and transport. To what extent can we reduce energy use through technological means and to what extent will our lifestyles be affected? What are the options open to the UK to achieve this reduction? Is it possible to decouple economic growth and carbon emissions? What are the economic costs of different options? What form will the transition take, and how will Parliament need to be involved? What are the ethical issues that need to be addressed? What approaches have been adopted by other countries, and have these been successful? This POSTnote will examine some of these issues.
