The COPE network of 8 European cities adds the governance aspect of vertical mediation between horizontal integration at city-level and horizontal integration at community level to previous URBACT initiatives. Through place-based dialogue facilitations as a governance mechanism COPE mediates between top-down municipal policies and local communities.
