Aging populations - resulting from an increase in life expectancy and a decline in fertility - is a major challenge in the context of social benefit systems, the labor market and public finances, and can also cause problems in the social, cultural and political spheres. Until now, ad hoc political activities have not kept pace with the dynamics of these phenomena. New concepts may be needed to redefine public policies and to meet these challenges.
