Evaluation of the implementation of the Research Programming Law-Public hearing
Mr Claude Birraux, deputy, President of OPECST, Mr Jean-Claude Etienne, senator, First Vice-President, and Mrs Geneviève Fioraso, deputy, organised on 16 December 2008, as part of the assessment entrusted to the Office by Article 19 of the programme Act for research of 18 April 2006, a public hearing on the exploitation of research. The public hearing brought to the fore the French paradox: research recognised for its excellence, yet which is struggling as regards its exploitation. The speakers, players from companies and public research proposed a few avenues to promote innovation in France: Ensure that researchers think about the exploitation of research from the very beginning of a new project; Get French research to be invigorated by 10 top performers, in other words establishments with the best performances in terms of the transfer of competences and innovation. This will help to emerge from the present dispersion; Simplify the rules on the filing of patents; Professionalise the teams tasked with the exploitation of research; Inform the mangers of companies and especially of SMEs about how public research operates; Allow researchers to enjoy more widely the income resulting from exploitation licences.
