In the 2024 agreement "Together for the Animals" (Sammen om dyrene), a broad majority of the parties in the Danish Parliament decided to invite a representative group of 36 ordinary citizens to develop recommendations for the future of animal welfare in a citizens' panel. The objective was to strengthen democratic engagement in the animal welfare. The members met over two full weekends and three online evening meetings. The citizens' panel is managed by an independent third-party secretariat - comprised of We Do Democracy and Democracy x - and is conducted in accordance with OECD principles for effective citizen participation.
