A follow up of three housing and planning policy decsisions |

On 13 June 2024, the Committee on Civil Affairs decided to initiate a follow-up of three parliamentary decisions:
* A clearer legal framework for municipalities’ responsibility for housing provision (Gov. Bill 2012/13:178, Committee Report 2013/14:CU5)
* A simplified planning process (Gov. Bill 2013/14:126, Committee Report 2013/14:CU31)
* More exemptions from building permit requirements (Gov. Bill 2017/18:197, Committee Report 2017/18:CU32)
The follow-up will address the following overarching questions:
a) Do municipal housing provision guidelines comply with the legal requirements?
b) Has the planning and building process become more efficient in the stages affected by the legislative changes?
c) How do municipalities perceive the performance of relevant government agencies in fulfilling their responsibilities?
d) How is the growth of solar panel installations distributed across different types of municipalities?
The study will draw on survey data already collected by the National Board of Housing, Building and Planning (Boverket) and the Swedish Association of Local Authorities and Regions (SALAR), as well as statistics from the Swedish Energy Agency on grid-connected solar power systems. It will also include an analysis of municipalities’ housing provision guidelines, land allocation policies, and development agreements. In addition, a new survey will be sent to all municipalities and complemented by interviews with municipal representatives, relevant national agencies, SALAR, and representatives from the construction sector.
