A follow up of three housing and planning policy decisions

The Committee on Civil Affairs decided in June 2024 to conduct a follow-up of three legislative amendments in the field of housing policy. The legislative amendments reviewed were adopted by the Riksdag in 2013, 2014 and 2018 respectively and concern a more detailed Housing Supply Act, a simplified planning process, and the removal of the requirement for a building permit for solar panel installations. The purpose of the follow-up was to shed light on whether the legislative amendments have had the intended effects. The follow-up is based on an analysis of municipalities’ guidelines for housing supply, statistics from the National Board of Housing, Building and Planning (Boverket), the Swedish Association of Local Authorities and Regions (SALAR), and the Swedish Energy Agency, surveys and interviews with municipalities, as well as contacts with government agencies and industry organisations. Housing supply It can be noted that the Act has not yet had full impact, even after ten years. Few municipalities adopt housing supply guidelines in every electoral term. The results further show that the support provided by the County Administrative Boards and Boverket to municipalities is, by and large, appropriate and has contributed to increased knowledge of the Housing Supply Act and long-term planning for housing supply. At the same time, it is clear that municipalities with limited own resources and a low current need for new housing construction do not receive the support they would like. The planning process The follow-up shows that the planning process has not become more efficient, and the legislative amendments have therefore not fully had the intended effect. The problems highlighted by municipalities and industry representatives largely lie outside the statutory regulation of the planning process. In particular, increased requirements for investigations are pointed out. Boverket receives positive assessments from municipalities. Municipalities are also very satisfied with their own municipal cadastral authorities, while reporting insufficient support and cooperation with the national cadastral authority, Lantmäteriet. With regard to how municipalities assess the County Administrative Boards, the results are somewhat mixed. Solar Panel Installations The analyses suggest that the exemption from the building permit requirement for solar panel installations may have contributed to the increase in the number of solar installations. However, this development has primarily been influenced by other factors that vary geographically and over time, such as electricity prices, household income levels, the characteristics of the housing stock, and the number of hours of sunshine.
