The innovation policy is a channel of communication between the industry with research and technological development and aims to introduce new ideas to the market more effectively. Its goal is to promote competitiveness, development, production and use of new products, services and processes to improve the quality of life of the population. One of the instruments to achieve the objectives of the Innovation Policy is the Public Procurement of Innovation (CPI in Spanish) which refers to the acquisition by public institutions of novel goods and services that are introduced for the first time to the market. The public sector can stimulate private innovation by providing a market, a testing ground and sharing costs and risks.
